Cant download DLC

I have the same issue of not be able to download any free DLCs, Rebellion, Resurgence, and Extended Cut. I preordered the ME3 N7 Digital Deluxe Edition at Origin. I always get this error when I try to "buy" any of those DLCs:
TEMPORARILY UNAVAILABLE
This action could not be completed. We may be experiencing an unusually high server load or undergoing maintenance. Please try again in a few minutes.
After some searching, I came to this topic, and finally I decided to take a live chat with EA support. What stabbed me to the heart is this response:
Sumit:
Marcellinus, I am really sorry to say but these DLC are for the US region only.
you:
So if I live outside US I can't get them?
Sumit:
I am afraid but those are for U.S region only.
Sumit:
And outside that region those are unavilable.

Ouch... if you are just like me (FYI I live in Indonesia, which is outside U.S.), then you might want to forget those DLCs, unless BioWare does something else about this.

That's the usual BS they tell you to get you off their backs. I had your error and found out it was language related, I posted the fix here:

DO NOT contact live support, they are useless for anything that is more complicated than sticking to FAQs and repeating those answers. Contact the US based live chat and ask for them to check your account for errors or discrepancies. Make sure that in their database your account language is set to English, and not Indonesian or something, that was my problem in short.

Whether the error information helped or not, I can't say. I still haven't heard anything from EA (the mythical team that's supposedly working on the general error).

lets start with the sad things..
- my grandma passed away last night
- rebellion still NOT able to purchase/add it ! (the button does nothing, shows no reaction)
the one good thing :
- extended cut : add / dl possible

Ah! I must have missed this solution! EA automatically redirect me to Singapore (Asia's closest region), so I might have contacted EA Singapore instead. I'm changing to United States now, hopefully they will be able to sort it out. Will try it now and update the result.

First off I am sorry about your grandma Jake_Farrell. I hope you have some great memories of her that you will cherish forever.
Secondly, for some odd reason after getting home from work (about an hour ago) I was able to download both the rebellion and extended cut. I haven't done anything different (I haven't called EA since the last time over 2 weeks ago) but now everything is working fine. Hopefully this is the same for the rest of you that have been suffering from this awful bug.

Did you go through the typical "show game details" > "shop for add-ons" way? Because I'm still getting the general error that way.

I did go through "that way" that you are describing yes. I live on the East Coast of the United States. When I actually load up my game (running Windows 7 64 bit + N7 CE of ME 3) I don't get an option at all on the menu for downloadable content anymore. I just have
- resume
- new game
- load game
- multiplayer
- extras
- exit game

"finally" i got a email from the helpcenter , that i now can use all dlcs... checked back in origin and rebellion was downloading

I am having the same problem with all of the multiplayer DLC. How do I actually download them? There seems to be no way to procedd from "review your order".
Edit: I was able to solve this by downloading through Origin instead of the DLC option in the game menu. If anyone else has this problem, try opening Origin, click ME3 and then the i, and then click "shop for addons."
