I'm in the USA, running Windows 7 64bit and got the game digitally through Origin. I tried getting the Rebellion DLC again just now, and it's still giving me the same general error. Thanks for investigating.

My friend having the issue is in New Braunfels, Texas. Windows 7 Enterprise, system was built less than 2 weeks ago.
He came over to my house this morning and logged into Origin on my system (Version 8.6.0.357 - 161913) which is Windows 7 Ultimate X 64. (I have The digital collectors edition - he has digital standard) He downloaded ME3, and then tried the DLC - same error. Patch 1.03 was applied to his computer before attempting DLC.

As a test I had my friend who has the rebellion pack log into my computer he could access and download it with no issues.
When I log into Origin and try to access it I get general error and then page cant be found.
This is definently an account issue When I went over to his house and accessed origin on his computer I had the same problem accessing the download but he shows it as registered and can play it just fine
I have windows 7 64bit and ME3 digital collector edition.

While that didn't help (files were not read-only), at least I got you some errors from the log file mentioned through that link.
It's two errors, always in this order. First:
Transaction not executed! Error [409: Conflict] ecommerce.dm.origin.com
And then something along the lines of:
<failure cause="COUNTRYDATE_NOT_FOUND_BY_SPECIFY_COUNTRY" field="countryDate" value=""/>
Both errors in Core::CoreSimpleNetworkTransaction class. Pops up every time I try to download Rebellion (just checked, I get a total of 7 new entries in the log for every download attempt; those errors being 2 of them).

Hello
I am having a problem downloading the Rebellion DLC for mass effect 3 through Origin. I have done quite a bit of troubleshooting and am sure it is some account issue could you investigate and assist to determine what is going on.
When I try to download the Rebellion DLC through the ADD on section of Origin for ME 3 I get a general error

Here are troubleshooting steps I have don’t to try and correct the issue
1) I have reinstalled Origin with the latest Version and cleared my cache from Origin by going to uninstall all installed games.
2) I have set Internet Explorer as my default browser
3) I have cleared my temp files in windows and stopped all processes in task manager and restarted origin
4) I have reinstalled Mass effect 3 and all DLCs and issue persisted.
5) I had My friend access Origin on my computer and download the DLC with no issues here is a screenshot of his account with the Rebellion update on my computer with Origin

When looking in the DLC folder in Mass effect 3 I can see the downloaded DLC A screenshot is below.

6) I went over to my friends house and logged into origin and tried to download rebellion from his computer and the same general error occurred.
7) I installed origin ME 3 and all DLCS on a new computer and had the same error
If possible Please look into any account issues I may have or provide advice on what the best next steps would be to get this issue resolved.

Funny thing: Same machine, my wife logs in (having her own version of ME3) and Download WORKED... it ist most certainly an account thing.

Seeing as it seems very likely to be an account issue, said manual download must include some way to register the DLC to our accounts, otherwise I'm fairly certain the Rebellion content won't be in the random card pool when we buy packs.
And yeah, I really want to play with my friends who are having a blast.

Yes you are probably correct....sadly.
It really is poor that we cant play the game we paid for...it still works but since everyone has the dlc I cant play with them.
Effectively we have been banned from multiplayer.

Agreed. Hearing my mates on Mumble discussing different builds for the new chars, new map layouts and weapons and I'm effectively barred from joining them.
Hopefully this will be as easy as checking what differences there are between our accounts and the accounts of those who are not affected.

I've uninstalled my game twice, and after every time I was able to download the Resurgence pack just fine. My only issue is with the Rebellion pack - Although I ran a test to see if I could purchase the From Ashes dLC, and that fails time and time again as well.

I checked the .glo file but the read-only field was already unchecked and for some reason, I don't even have a log folder in my Origins folder.

The log folder is located in the ProgramData folder located on your C drive.
The full path would be: C:\\ProgramData\\Origin\\Logs

Update downloaded just fine, then CE content as well. After trying to download both MP DLCs I get the error message: "TEMPORARILY UNAVAILABLE
This action could not be completed. We may be experiencing an unusually high server load or undergoing maintenance. Please try again in a few minutes." (After hitting "Complete Purchase").
This has been going on all day long, EA rep told me to wait 24 hours as they have a few problems server side.
Aside from that, my Shepard's face from ME2 doesn't import at all...
A big disappointment from a huge ME fan, can't play the game I paid for properly...

Win 7 64 Ultimate
Origin works and connects just fine
I'm from Israel, which uses European servers
