My wife and I both own the game, playing on (mostly) identical machines. I tried to install the DLC on both machines with my user, no success. Then my wife logged onto my machine and installed the DLC successfully! Afterwards I was able to log on and have the DLC active without it appearing in the Origin Overview. So lucky me, I can play. But this is most certainly not a problem concerning Firewall, installation or something, this is a account based problem.

Ah, I see. I thought ProgramData was a typo but now that I'm showing the hidden folders, I can see it. 

This is interesting. I couldn't find any errors in the log for trying to access the new DLC but I am getting several warnings that Origins is failing to get the associated locale for all my currently installed DLC. which probably explains why I can't get the new DLC either.

Hope Bioware are still looking into this issue.
Worst part is that I can't play multiplayer at all, as almost everyone else has the DLC installed.

I can barely play multiplayer either. They should be fully focussing on the PC version now though, since (I believe) PS3 and XBox got another patch today to fix a bunch of issues.

My friend Raul has been on w/ EA support 4 times over the last 3 days with this issue. They 'escalated' to level 2. Today he went home at lunch to talk to the level 2 support people and they said.

"It's a bioware issue, contact Bioware."

So - you guys know about the issue via the forums, your corporate site says all support has to go through EA, so this is it - this forum where people are frustrated because were not getting any feedback on the issue.

I'm an IT guy - I can make guesses at whats going on - and it comes down to this - all these people simply need the flag that says they OWN this free product set on either your servers or origins servers. once ownership is established the download can happen.

So - set the flag.

The EA rep I spoke with said they at least could not do so. But since they can add commendation packs, it should not be hard to set Rebellion to ON/OWN/ENABLED, whatever. As I mentioned earlier, I managed to download the other DLCs just fine when I reinstalled ME3.

Just getting annoyed, as I can't stay on Mumble with my friends, since they are enjoying Rebellion so much...

Deleted the dlc, repaired both the dlc and the whole game. Nothing happened. Same thing happens: DLC is intalled, but cant play the new stuff. :/

At least if anyone shows up in the forums telling us they are working on a fix for this, but im losing any hope in it.

It could be that each DLC has to have a code tied to each specific user - so it may not be as simple as setting a 0/1 (null/own) value in the database - there might need to be an alpha numeric string.

Either way - something should be done - up to even rebuilding the users Origin/Bioware account from scratch.

I am not sure i buy this being a Bioware issue though - as when searching i found similar threads for Battlefield 3. There is also a link i posted earlier to a pretty much identical thread that occured with the Resurgance DLC - it just came to a grinding halt with no solution posted.

Maybe we should PM the people impacted in that thread and find out what the solution was (If any) so we can remind the tech support guys. I'd do it - but I have somewhere to be in 15 minutes.

Chatted with EA Support just now and they just told me to go to Game Details > Shop for Addons...and neither could they add the DLC manually to my account OR delete a persona from my EA Master account (one with very very very many digits). I'm wondering if they don't take it seriously or if they can't admit its a server-side issue, since every thing I've been told to do, has involved my PC or Origin client.

I checked my EA master account and I have just the one persona and it seems fine...I dont think that has anything to do with the bug.
Its certainly not a problem on our end as there are cases of 2xplayers using the same computer one with the pack and one unable to download it.

The worrying thing is that this problem occurred a month ago with the resurgence pack and as far as I can tell nothing was done....Ive been told by Chris Priestly that bioware is looking into it this time and I can only hope this is the case.
At the moment I cannot play with my friends and this is causing me(and them)considerable frustration.

Hmm I did find soemthing interesting I noticed errors in my origin logs related to me trying to download the Rebellion DLC but getting the genreral error. I am not sure what to make of it but It may help somewhat.  I will keep digging see if we can find a soultion int the meantime. ANyone getting the general error while trying to download the DLC may want to check thier origin logs at  C: Program Data> Origin>Logs and see if they notices similiar errors

I'm still getting the error, even two days later. Well, three days now, pretty much. Really not cool. I saw from this thread that it has to be an issue with the Origin, EA, or Bioware account, I booted up my Xbox version (yes, I own it on both platforms; I'm a super fan.) and downloaded it there in the hopes that it would flag my account differently and let it go through on the PC side (since that's where I like to play the multiplayer). No dice. I sure would like this dumb little issue to go away.

Ive been in the IT industry for 17 years. I have worked for little companies, and fortune 50 companies, I have worked with support shops just starting out, to industry leading & award winning tech support departments...

I have, over the course of a single day, found instances of this error message and the associated scenario that go as far back as launch & the From Ashes DLC. It occured w/ resurgance as well. Every single forum thread just ENDS with no resolution posted, at best its "we have escalated and will get back to you". So either the problem was fixed, and the fix was privately communicated, or you don't care enough about the minority of users impacted by this.

I myself am not, but one of my best friends, who went out and spent 70$ on the game based on MY reccomendation is - that makes me feel like a tool. 4 friends bought it on sale this weekend - not a single one of us has played in 2 days because if one of us cant, none of us WILL.

Anyhow - simple point - this issue has been going on for quite some time but there is no incident issue attached to it that we know of. There should be an issue several months old by now - yet, when talking to support it seems they think it's a brand new issue every time. I suspect the fix for this is burried in the head of an EA/Bioware developer somewhere who never bothered to document the resolution, and just got it fixed.

If i left my customers moldering away like this - i wouldn't have a job. You could avoid all this angst with a little communication. Even if its 'sorry, havent found it yet'.

Also - my buddy, who has talked to 6 EA/Origin reps at this point, is an IT pro w/ a Quality Assurance testing background - he hasn't had anyone even try to work through the issue past the scripted responses - imagine - what a waste - to have someone who really wants to play and understands the ins and outs of complex systems who's willing to be a guinea pig for you - and no one is even showing an interest.

Maybe he should just re-install the game for a 7th time.

Just disappointed myself once again with my regular check to see if bioware/origin/ea had sorted themselves out yet or not. Evidently to no avail, and i swear if i see "General Error
An error has occurred while trying to process your request. Please, try again later." it will kill me. I just wanna shoot stuff with my friends...

Also get said errors.
Surely bioware/ea could just supply us individually with what is behind those X's for an individual download... Or are they too stubborn to admit that for some players they have screwed up?

If RamPuppy's post is true, BioWare will loose some customers... but we're just minority. Probably, BioWare doesn't even care about a few hundreds - just the majority seem to count for them. Sounds like a hyper-capatalistic and customer-unfriendly company to me

Now, BioWare, you have the chance to prove us the opposite by fixing this obviously account-based bug. We all payed about 50€ for this Game and wanna enjoy it - so please do something!

Assuming similar things happened to previous games, and will happen in the future as well.. These 'few hundreds' could easily turn into thousands or even tens of thousands. I doubt they'd let it get that far.

I doubt this is an issue that'll be easily resolved with the click of a button. 'Cause otherwise it would've been done already. Just be patient while they search for a fix. Rome wasn't built in a day either =)

Insomniac - People have been patient for a search - the problem is, no one is really sure a search is happening because Bioware/EA has said they were looking for a solution before - yet - the issue is still occuring.

There are a lot of issues going on right now and the simple truth is that Biowares programmers and support techs are probably fully ingaged in resolving the debacle of the 1.03 patch which impacts thousands, and are not investing any resources in figuring out whats going on with this group of people.

The problem is - 1.03 is not a 'show stopper' set of bugs - it's bad - but it does not stop people from playing the game. Neither technically is this issue, because youc an still log on and play single player, and you can TRY to play with other people who have yet to download the DLC... (all 10 of you). While technically not a show stopper, it IS one in practice. and a resource should be dedicated to resolving it.

I have no idea what the actual structure of biowares internal servers are, but I would guess all this info is stored in a database, and that there is a bad field associated with all of your names, perhaps the location/time. If it really is an account issue - the first thing they should do is compare two accounts - one fully functioning - one broken. Work out from there.

that doesn't change anything. The same issue was escalated to level 2 support over a month ago for people having issues download the resurgance. "Escalation to level 2" & "were working on it" are in my book, from this company - the exact same thing.

When my systems have issues, I am not allowed to tell my customers 'I'm working on it". My updates consist of phrases like "We are still trying to identify the issue" or "The issue has been identified and were working on a fix" If I have users that can repeat the error - I have them engaged, and i typically don't trust the informaiton gathered downstream from me, not because those people are bad at their jobs (they are not) but because they don't always know what to ask/look for/do etc... SO I re-engage those customers.

My IT Shop had an uptime of 99.999% last year. The (and i mean this litterally) 5 minutes we were down was due to a lightning strike.

I suspect customers like me are harder to please becuase we know what goes on behind those closed doors when troubleshooting major issues, we know how it's done wrong, we know how it's done right - and when it's being bounced around like this issue is - were the ones who see it for what it is.

To be clear, I don't hate bioware, i am not even upset with them - frustrated - yes. I do NOT understand how a company w/ such a widespread product can have such terrible QA and Support - it just baffles the professional in me. The gamer in me is rooting them on, and the consumer rights advocate in me is displeased that people are being kept from an experience they paid for by an issue thats been known and unresolved for quite some time.

And to be completely honest - there is the selfish ****** in me that has a LAN party scheduled for this weekend where ME3 MP is the main event - and if my buddy can't play, it means we have to go back to L4D2 or Diablo 3 (and D3 was the most boring title i have seen in a looong time.)

Does calling myself a selfish ****** count as a personal attack? :)

Just an update, yesterday I had a chat with a live support rep from EA that told me it should be fixed in 24 hours.
It's been 34 hours since then and I still can't download neither MP DLC (although I could download From Ashes without any problem...)
D'you reckon it's worth trying live chat again so that they can tell me to wait another 24 hours?
