that's because you're a lvl 15. max out Charge at 6 for barrier and you'll be fine. i feel like this guy is more closely related to the Krogan Battlemaster, where you rely more on Charge as a way to keep you alive. i also feel like there may be some balance changes with this guy.
My only suggestion would be invicibility/reduced damage frames during the animation for Smash. You're still vulnerable with a 3sec cooldown afterwards, but this would prevent being cut down before even finishing the move.

I thought lash was to good to pass up on so i did a 6,6,6,0,6. I put zero points on phoenix training, with lash this vanguard has good synergy with other biotics. Smash is a little to up close for my taste and it puts biotic charge on a cooldown and i would prefer to use it from cover. To bad that lash does not affect armor so you could profit from biotic combos on bosses from a save distance, but i guess that it would make him overpowered.

The no smash build is great for being a team player vanguard vs the lone wolf vanguard. It allows you to spam lash on distant enemies and use charge only on close by enemies.
I will probably try to find a happy medium as I love smash on my human adept and would love to charge, melee, smash as well as lash from a distance.
EDIT: I've never been a vanguard till this new HA. I play mainly support builds.
Smash is even better for a "team player" because it can set up multiple biotic detonations at once, and CC enemies.

6/6/6/5/3 felt nice, compensate with the uncommon shield gear (at the V level 30% more shields) and shield consumables.

This is how I play mine.
And to the guy who said smash is shockwave on steroids? So a slower activation, and less range is what happens when you take steroids?

Clearly, only a n00b would play a kit with less than 1000 base shields. So why is this even still being discussed?
...Seriously, awesome revival - must have taken a whole jumbo pack of medigel.
