Test 1: Valiant I only. 85% CD. Result: 119 frames.
Test 2: Valiant I & Hurricane I, no ULM. 1% CD. Result: 195 frames.
Test 3: Valiant I & Hurricane I, ULM. 77% CD. Result: 196 frames.
Test 4: Valiant I & Geth Plasma SMG X, no ULM. 56% Cd. Result: 136 frames.
Test 5: Valiant I & Geth Plasma SMG X, ULM. 83% Cd. Result: 121 frames.
Conclusion: Lots of words that even HBO wouldn't air.

It's just tricking you. The cool down times change now as if it was working, however, go into a game and use a power. It'll be pretty obvious it's not working if you are using like a hornet or hurricane. If you then check your cool down times again you'll see the numbers are as if you had no ULM again.
Whelp, at least that means I don't need to spam veteran packs until I get some ULM for myself.

Yes, the GPSMG worked with the ULM. It seems the only thing the patch actually did was make it harder to see the bug.

I very much doubt it for two reasons. First, it works for GPSMG. If the bug was really complex, it would almost certainly affect them all. Second, this patch just completely and utterly sucks. It seems like more of the fixes didn't work than did. If it was just this one fix that didn't work, that'd indicate it was a difficult problem. If multiple major fixes didn't work, that indicates they just half-assed the patch.

I just want to say thanks for the awesome job you did with this, and thank you for putting that time in.
*sigh* It was hard enough explaining that ULM was bugged to players before this patch, but now its going to be next to impossible. They'll cite the patch notes claiming its fixed and showing them that the power screen is bugged is even more difficult now.

Yes you do, you have the old one where the Power (not Weapon) screen shows you so. Once Thursday comes you'll have the new bug where even the Power screen will lie to you but the in-game recharge rate will still be slower then it should.

Yeah, well done dude, keep this up, and maybe one day we'll have a proper answer from BW.
EDIT: using the hurricane alone (unless you spend a ton of arpen ammo or play it on a turian/human soldier) is really subpar compared to the possibility to have it as a side arm to virtual all the non-CQC classes.

if i equip ulm, change the character, go back, it shows the correct cooldown... gonna check ingame
