Did a basic test on the 360 to confirm that ULM is still broken, and in such a way that it misleads people into saying it works.

Salarian Infiltrator with Valiant I and Hurricane I.
Without ULM, reported Proximity Mine recharge is 9.52 sec.
With ULM, it's 5.51 seconds. This is a big enough difference that even timing by eye is reliable.
Tested in a match, recharge was around 9 and a half seconds without ULM, as expected.
With ULM, still 9 and a half seconds. When I returned to the power screen after the ULM test, recharge is shown as 9.52 with ULM equipped.

Additionally, if you equip ULM onto your SMG it will appear to work on the power screen, but once you enter a match (or even change characters) the ULM bonus will visibly disappear.

Double Ugh.

Come on BW, when you say your gonna get bugs fixed, actually check and test, even if it has to be over a 100 times that they are actually fixed because clearly, they aren't unless the mod description is horribly misleading but I highly doubt that because then this would be considered a glitch worth fixing at all.

I get the feeling BioWare barely has any of the real gameplay and engine programmers devoting meaningful man hours to this game any more. Thus, things take forever and they don't end up really testing it. Either that or what is there is a congealed mess that is hard to fix, which would be bad design.

This is how you aim it:

Up close, no ironsights (so no muzzle climb) and hold the trigger down until dead.  Using the heat sink mod helps you consume less ammo.  If you have to use ironsights use burst fire and move the mouse down to compensate for muzzle climb.  Honestly though, I prefer to get up in their face and empty a clip - the gun is a beast that way.
