If Tali is tasked with completing a risky mission with substandard and disloyal troops, then its a suicide mission for her.
Every soldier has every reason to believe that they have a reasonable chance of surviving mission, unless facts state otherwise. Its absurd to say that a soldier in Afghanistan does not believe that he has a reasonable chance of survival just because he's in a warzone.
There again you are counter stating your own argument. Your saying that every quarian mission is basically a suicide mission. Following the train of logic you've initially provided EVERY single mission where someone dies, is a suicide mission.
And yes, they do have to believe they will return alive, otherwise they may as well lay in the dirt til someone comes along and shoots them, I highly doubt the quarians go on all their missions thinking. 'I'm gonna die.' If that was the case then I very much doubt the Quarians would still exist.
