Totally right man, I got it fixed by manually download 13.8GB  of it thru my web browser using the manifest file. This has always been an Origin issue, and I hope they fix it because downloading another DLC  or Patch will be a huge pain in the a

Yeah problem is fixed by literally downloading everything from the web browser rather than Origin.

Here is what you do.

Go to your Origin Program files directory, and go to the Mass effect 3 or Downloadcache folder. Inside should be a manifest. file. Open it up and there is a direct CDN url with a sauth code that you copy and paste to your web browser. It will download it. It seems origin does not send the sauth code, causing it not to download or just get stuck at Preparing.
