Arc Pistol is good.  Does more rapid fire damage per shot than a Phalanx.  Fires as fast as a Predator (just not quite as pin-point accurate).  Charged-shot damage on-par with a Paladin.  It's a good gun.

My Female Human Engineer carries an Arc Pistol X.  Benefits enumerated above, and at +200% cooldown bonus.

If they really want people to participate for the victory packs, they need a 100% chance of either a promo gun or an n7.  Something that actually takes effort to get.  But until then I'm just going to stick with FBWGG and RRG.

I think someone who maxed a character within 24 hours of its release is still pretty far from the norm at this point in the game's lifecycle. In a few months, maybe not.

But on the topic of the Victory Pack contents, I think it is fine as it is. Any more, and it's giving away great items and rewards to people who perhaps did absolutely nothing. Everyone needs to understand: the Victory Pack isn't your individual reward, it's the Commendation Pack. Improving a community blanket reward wouldn't encourage greater participation, it'd in fact have the opposite effect: people will feel "Why work, if others will, and I get the reward still?" Of course it's in everyone's interests if everyone contributes, but generally speaking, things just don't always work that way (Nash equilibrium, etc etc).
