No, it is not. One is the manipulation of the Reapers to suit your will, the other is willing collaboration. You do not collaborate with them in control, you control them.

I am being logical..Nothing is ever stated to what the limit to what everything Shepard would lose is. That is the problem... Many people have point this out. It's not clear and it could mean anything. Which is he main flaw of contro is...We have no control of what or how much we lose by choosing controil...The same thing happen to TIM. If Shepard literally loses everything he have, he wouldn't be able to control the Reapers. But he would control the reapers, despite the loss. So, technically, even if Shepard loses everything he has, he himself would remain.

Child: You will control us, but you will lose everything you have.
Shepard: But the Reapers will obey me?
Child: Yes.
Therefore, you can control them (obeying Shepard's will) after "losing everything you have" because Shepard explicitly asks, and the Catalyst explicitly answers (for once).
