Does this bug happen periodically / episodically?
As of yesterday my ULM seemed to work just fine. Meaning I had 200% on my engineer power cooldown with an Locust IV smg (ULM + magazine upgrade) and the Predator X pistol.
Then all of a sudden, in a silver match, the cooldown of all my powers increased drastically. I couldn't fire my powers the way I used to. I actually felt crippled in my abilities to play my engineer, thus dropping me to the end of the scorelist (no, I don't care, it's a team game, but me dropping to the end of the list was a clear sign of my poor contribution to the effort).
So, after we lost the match
I'm a bit clueless. Does this happen by accident? So I could never know when it'll happen again? Damn!

your citing the number 200% from your loadout screen makes me think you are basing your opinion of whether or not it's working from pre game numbers, not in game timing.
if nothing else, the nonsense about this mod makes it clear to me that short of multiple in game tests yielding the same result, there is no evidence for anything.
in direct answer to your question, i have never heard about or experienced anything to make me think that weight of all weapons, including with this mod, is not always constant.

Not really. I base it on my experience. Normally I can unload my engineer powers constantly. Like shoot...shoot...shoot. And I know this is due to the 200% cooldown bonus. Would I not use my SMG with ULM this would be slower. And this is what actually happened while using ULM. The ingame cooldown was off.
That's why I suspected I had the bug. But then only for one mission it seems, and never again. Strange...

I hope Bioware can revisit this bug, and actually fix the in-game cooldown times...
