Both the Victory and Commendation Packs appeared in my Store earlier. Tried to redeem the Victory pack, but U kept getting error messages. Tried to play a round or two but matchmaking was kaput, woudn't even communicate with the server. So I quit out of ME3 then loaded it up again. I was able to redeem my commendation pack, but my Victory Pack has completely disappeared with no sign that it was redeemed. I'm playing on PS3, BTW.

Its now 30 minutes past the 8 EST time quoted by OP and still no commendation pack here.
I would be patient if I knew I was getting one. The weird squad promote goal has me a little worried that I didn't complete it despite promoting 3 different classes.

I got the victory but not the comm, 2 of my friends got theres but me and my other friend are waiting for ours, so im guessing they havernt rolled out to all players yet just be patient and we should get it.

same here. and I agree that it'd be great if there's someway we can tell if we are indeed going to get one, like a message saying you've sucessfully completed the squad goal after promoting 3 chars etc.

I've only received a victory pack so far. I definitely understand that it might take awhile to get the commendation pack, but it does make me a little anxious.
Of course, if it's another Eagle, they can keep it. =P I don't use pistols at all.

I'm on PC and had both Commendation & Victory when i woke up this morning, about 4 1/2hrs ago now...pity i got Arc Pistol II in Victory and (DAMN YOU) Crusader IV in Commendation...

If you haven't gotten it by now, you should probably contact support (as dreadful as it is). I just did and he granted my Commendation Pack no sweat. Crusader III though....

Damn thing won't let me login, when I enter my E-mail and password it says the Service is temporaily unavailable. Tried going to the main page and logging in with my PSN ID but that apparently does not apply to the Contact page as when I go from the homepage to the Contact page it asks me to login

Still no comm pack at 11.30am GMT, so opened a 'case' by emailing EA Support. Only other option in the UK was to call them and pay for the call. Yeah, right...
17 mins later, they add the pack.
Commendation Pack (expires in 91 hours 56 minutes). Contains a Crusader 1. Perfect, since I never use shotguns...especially ones that weigh half a truck. Hey ho...
