Well like the post says They just stand there and do nothing. The "hold" command is not on. Also I have tried lots of different behavior, and default and custom tactics. If I drag the enemys to they they just stand there. If I select then and have them attack they will until the target is dead and then just stand there. I have read the manual 3 times and have searched Google for 3 hours finding many others with this problem, but no solution. Help Please!
I can't get my party to attack

I don't think it's you. Happens to me too. They not in hold status but after finishing an enemy they often stand around. One thing I am going to try is set them to aggressive mode. Seems they go after everything in aggressive mode. I am wondering if default mode is a bit buggy.

Noticed this too. Since i don't use aggrassive anymore, for i don't want this fools charging into their deaths. I've thought defensive would be the solution, but after one dead enemy, they start to simply admire the location, even if more enemies are right between my Party and attacking everyone.
I've once read a suitable definition for such things.... This sucks!

Have you tried setting the last tactic to [Nearest Visible Enemy: Attack] ?

Yesterday i have had it happen, that my PC would only follow Oghren, and the other 2 stand still. This was no combat btw.
What bugs me the most, is that when i pull a enemy with team on hold, is that agressive melee fighters dont charge in (good unless the enemy is close), while my soft ranged teamies who are all but agressive are the first to attack it right away and trouble up the whole scene.

IIRC, in Defensive, they only attack when attacked.

Defensive is for me the worst tactic ever, I mean you want your tank to be aggressive, DPS members to attack either from ranged as an archer or default [ scrapper ] as warrior.
You don't want people to stand there until they have a valid reason to fight back.

Defensive or cautious is the way to go for a dedicated healer. Aggressive for a tank.
Or...you could be running into the memory leak and it might be time to exit the game, turn off the console, turn it back on and go back in. It may just fix things. If you've been playing a long time... It is microsoft, after all..

the best thing to do is to set all your party members tactic to attack the enemy the main character is attacking at all times and put it as your last tactic so all your other tactics take priority and no matter what, at the very least, they will always attack the enemy that your main character is attacking even when all mana/stamina is depleted.
Also make sure that if they are a melee class that you set them to aggressive and if they are a non melee class that you set them to RANGED instead of aggressive so that they will still attack when not being attacked and wont stand around all "stuck on stupid".
These are some of the strategies I use and let me add that i play above normal and annihilate the encounters in this game. the only ones that ever gave an issue were the random encounters about halfway through the game. Using these strategies at level 15 I destroyed the two hardest encounters in the game and my only melee class and tank was my rangers pet:) i think that should say plenty.
This will solve your issues

Defensive works fine as long as you create Tactics that match the behavior (for all party members, not just whoever is set to Defensive, of course). The same thing applies to Ranged (or others, of course). For example, Ranged behavior will attack enemies when they get within range. Aggressive is not what you normally want, really, although there are exceptions. The problem with Aggressive is that allies ignore everything and attack, including chasing enemies no matter what. That's a very good way for an ally to get killed, particularly on the higher difficulties, because enemies retreat from combat in various situations and your Aggressive ally will stupidly follow them no matter what.
All of that being said, the Tactics system is not well coded for this game. Tales of Vesperia has a much cleaner and effective Tactics system. Even Star Ocean is more effective, albeit much simpler. But complex does not equal effective or properly coded, after all. I'd recommend for Bioware to review Tales of Vesperia's system and take it to heart. It's much more enjoyable rather than a task to overcome, at least as far as playing the game. The logic in Vesperia's system does not have some of the "holes" that we see in DA either.

I play an all female team (after I get Wynne, of course) and have no trouble on hard mode as far as beating encounters, but I also see the illogic in the tactics system for DA: O and ways that it could be made much better than it is. Basically, there are different approaches depending on team makeup and playstyle. However, the logic could be much better than it is right now, that's all. It's very immersion-breaking (and breaks roleplaying) when characters behave in ways they should not given their commands or simply basic self-preservation.
