Is the Reagar Carbine the most broken weapon in the game currently?

I think the weapon is fine as it is. The minimal range balances out the damage output. While other shotguns are also more effective at short range, they at least do some damage at medium range especially with the accuracy attachment. The carbine though does absolutely no damage beyond close-in range.

I think the Krysae Rifle is even better.

The Reegar is a niche weapon that is extremely effective up close, but sucks otherwise. I couldn't care less if it's OP as I do not like it anyway.

Claymore/GPS/Wraith/Graal are still better overall shotguns IMHO.

Nope.

I don't see how the gun is broken. It works as it should be expected to. It isn't an insta-win button. If it could kill groups of enemies that were swarming you, and I mean kill them very very quickly... then there would be something. But that's not how it works right now. On an infiltrator ("broken") you still can't kill groups of enemies in one go. You have to do the standard hit-and-run tactics in order to compensate for the ammo.

No offense Stardusk, but this is a very valid point.

But on topic: I don't think its broken and I don't want it to be nerfed (actually I don't use it). With the range limitation I can't really see how to decrease its efficiency without making it completely uselesss.  If you need to get that close to do any damage, you also desperately need to kill stuff fast and that is exactly what the Carbine provides.

I also think you (that is Stardusk) could make anything (Drell Melee guide on the way?) work just fine, but rest assured, there are many decent players out there who can't/don't want to risk going all CQC. My point? Something that is broken in your hands may well be a deathrap for many other players. So while nerfing the Reegar Carbine to semi-destructional at close range would make it more balanced for top-tier players, it would - and I'm pretty certain about that - however make it useless for anybody else. How is that balanced?

Maybe I overestimate my self a little by simply assuming that the majority of players (which is not represented by the BSN-community!) can't handle it any better than I do, but I die infinitely more using the Carbine than with the Claymore/GPS/Graal/whatever. Furthermore you have made the same mistake assuming it is broken based on your skill. I mean, have you played a PUG recently? Do you think the Carbine is OP there?

The only way a nerf could work is by increasing the range while decreasing the damage, but then again this would have to be done very, very carefully.
