Nope. Search it. Tangster has a video up showing power usage side by side with and without ULM. They just made it so you're lied to on two screens instead of one. In game, your power cooldowns don't change.

Eagle.
First commendation pack I've received, since I avoid Gold and have only been playing a few weeks.
Tried it on a Bronze match with a character I'm trying to build up after promotion. You know what? It wasn't terrible. Not amazing, but not terrible. Hopefully it's still decent on Silver. That's all I really care about.
