Pretty much. Galactic travel without the relays really only became possible on twitter after the ending was ripped apart and the Bioware reps were trying to save face. Everything in game says it's not possible, so it's really just another out of game retcon to add to the ever growing list.

I didn't see anything primative. Just a grandfather trying to explain what outer space is to his grandson in simple terms that a young child could understand. He then follows it up by saying "One day, you'll go to outer space and other worlds."
No Mad Max post apocalyptic scene, nobody getting speared, ect.

He never says that they can't go into space. He does say that it is possible to go into space. From this, you have concluded that they can't go to space and are tribal primatives who're somehow on a world far from Earth via volcano virgin sacrifice-powered space travel or Lord Xenu or something, I guess.
They are primative because they lost the mass relays, even though I'm pretty sure they still appear with Control. Kay.

Except the speed of regular FTL was established well before then, and once you have that there's no good reason why it should be impossible.
edit: and of course Reaper capabilities to travel without relays were strongly established by Arrival.
