Are you logged in with your account? Scroll down to the bottom of page, look on the lower right, and change the country selector to USA, or Canada.

They gave me my commendation pack within minutes.  I got a N7 Hurricane 1. Thank you Avinash!

Yes, EA live chat is very helpful. I have contacted them twice and they have been nice and helped me quickly. (thought I should give a quick shout out to the support since I know they're probably tired of doing this for so many people)

Then just go to ea.com and log in as usual. After that, click help and Live chat should be near the bottom/middle of the page. It takes a minute or so to get connected to a rep.

no pack for me and i promoted my 3 sat night. my data feed has never been turned off (xbox)

edit:  Contacted support and was very quickly recived it.
