Liara made it a habit of invading my personal space which I did not appreciate, that and she stole way too much game time. ''Asari take a step back, your standing on my ******''!! Oh and stop pestering Javik with questions already or I might permit him to throw you out the airlock.
Traynors accent was down right irritating as well and Allers was a flat waste of disc space and dev talent.

When he says that the galaxy can't have both the order of synthetics and the chaos of organics, or whatever, I wanted to punch him in the mouth - but then when he says to airlock Legion. . .I was like "B**** you did NOT just say that! To the airlock with you!". Then I would retrieve his frozen corpse and airlock it again for good measure.
Possibly Liara - but I don't actually hate her so I would show her the airlock first as a warning, and if she didn't stop harassing me after that I would have to toss her.

Liked her in ME1, romanced her in ME2. Got her off the hook in the trial with the paragon plea, got her and Legion not to hate each other, pitched peace left and right to anyone in an environment suit who would listen.
Cut to ME3. The galaxy is going to hell in an omnibasket. The only hope is that the spacefaring species can pull together long enough to fight back against the reapers. What's this? The quarians and the largest fleet of ships anywhere has disappeared? Oh, they've resurfaced in the Perseus Veil, have they? What's that? They've picked now to try and retake their homeworld, not only depriving the Allies of two invaluable resources in the war, but completely wiping out whatever goodwill we'd built up and ruining a chance for a peaceful outcome in the process? OUTstanding.
Tali? Ah, excuse me, Admiral Zorah? Where were you, exactly, when all this was going down?!?
I wanted to smack the mask off her face when she came back aboard the Normandy.

She voted against it. She was outvoted. Zaal'Koris was the only other admiral against going to war. There are five admirals on the board, she doesn't make the decisions herself.

Ah, but her reason for not helping wasn't that she got outvoted. In fact, she apparently voted for the attack, at least that's what she says in private:
Tali: "We've got the largest fleet in the galaxy. If you help us, we'll hit the reapers with everything we've got... Or however much is left from this stupid war."
Shepard: "I thought you'd support the invasion."
Tali: "No. After talking to Legion, I thought maybe there was a chance for peace."
Shepard: "So why help them?"
Tali: "I'm an admiral. People look to me for guidance. Public disagreement would divide the fleet."

It's completely in character. Tali has done whatever it takes to keep the peace in the fleet, even risking exile to cover her father's experiments. Hell, if you romance her and ask if being with a human will divide the fleet, she's unsure and asks you to keep the relationship quiet in front of the other admirals so as not to make waves.
But being her "dirty little secret" didn't bother me. What really got to me was that she knew she was in a position where she could change the destiny of her people and she chose not to do it because it might be too damaging to fleet unity. Double points for at the same time selling out Legion, one of her former shipmates, and all of its kind rather than push for negotiations, even though she admitted that peace was a possibily.
As far as the votes went, did they ever actually tally the votes? Only Gerrel and Xen were for war. Koris was the most vocal against it, and Raan never voiced an opinion. If Tali had taken a page from Shepard's book though all their travles together and just taken a stand, the vote very well could have been 3 to 2 for peace. The fleet would have been spared the conflict, and the geth would have never turned to the reapers for salvation.
Instead, she took the easy way out and kept quiet. It was completely understandable and in character, but as far as my Shepard was concerned, it was a gutless and caused an unnecessary side conflict when the rest of the galaxy was in dire need of unity.
From a script standpoint it was inevetable that the quarians and geth were going to fight in ME 3. It would have been nice if the game took into account if the player had chosen the Peace Route in ME2, and the quarians were at Rannoch at the geth's invitation. Then have the Reapers come in and rewrite the geth to make them hostile, thereby allowing for the rather excellent Rannoch missions to be played out but from a slightly different perspective.
But as it stands, Tali's inaction was gutless and detrimental if you acted as a peacemaker in ME2 and suceeded. Obviously, if you were pushing for war the entire time, your mileage may vary.
