About twenty minutes before the server crash today I had the Male Quarian Infiltrator unlocked. As I was setting up his powers/appearence, the servers went down. Upon the servers coming back online I relogged back on only to find he was once again locked.
I have spoken to the online tech support though they seemed to be rather unhelpful and unable to properly understand what the problem was. I was instructed to post the problem here by one named "Anurag". I don't really think it will help my problem but I am doing so anyway on his advice.
So...Yeah. I am not really sure who I am supposed to direct this to but any help would be appreceated.
Character re-locked since the server crash.

same issue here. anything related to the resurgence or rebellion dlc has vanished and my gear bonus is greyed out and cannot use it

Try completely shutting down your Origin and relogging. I had the same issue before.
Now I got everything back but the Male Quarian Infiltrator.

And....no reply from the staff. Colour me unsurprised.
I guess I'll try live support (again) and see if I can get one that understands English this time.
