I got the "temporary unavailable" message as well. Try logging in normally at ea.com and then going to the help page after. Worked for me. Waiting for them to reply atm.

It would be extremely useful if Bioware would post some kind of updates on whether Commendation Packs are still being distributed, whether there is any delay and when they have finished distributing them. It would make dealing with EA Chat a lot easier - being able to say "There's no point in me waiting any longer because Bioware have finished distributing the packs." would have been very useful. As it stands all i could do was accept the guy telling me that i had to wait longer and try a different method of contact. Alternatively if i was sure that Bioware was still distributing the packs i'd be more than happy to leave EA Support alone and wait until they'd finished. As it is, Bioware's usual lack of communication means i'm bothering EA Support when i might not need to be.

Oh god, I just got an idea as to why it might work. Does their login server detect your ip region? My Xboxlive and all of my game accounts are American, but I live in Japan. PLEASE tell me I don't have to use the Japanese help service....

I solved the problem by "updating" the "EA Screen name" or something like that. Since I never logged in their site before.
Go to ea.com and log in. If you see your email address at right on the webpage click on it and choose a screen name. it worked for me. I have still to get the pack though, I'm awaiting a reply..
