Already tried that before emailing. I just got told that the packs take a while to release and that i should wait. WIth Bioware giving no word on this (as usual) i have no idea if they're still releasing packs or not, but i have heard from various sources that EA Support won't give you a pack if you wait too long after they are released to contact them. The entire thing is a mess and to be honest, from where i'm sitting it's entirely Bioware's fault, with EA trying to clean up their mess. If Bioware would communicate with the community a bit better we'd know if we're meant to be waiting or contacting EA Support.

I changed the location to US and was following Alaa's suggestion, but I can't seem to find in-game or anything like that.

ALSO DO NOT PANIC IF YOU DO NOT SEE ALL THE OPTIONS AVAILABLE AT ONCE! They become available one by one when you complete each step.
IF YOU ARE ON XBOX OR PS3 READ THIS: Your origin account is your EA account. Go onto EA's site and register your EA account as an Origin account (credit goes to zerohour20xx).
If the page seems stuck at the login phase, refresh the page.
1) Go here. Login with yoour credentials (You can find the login button on the top right corner of the page).
To everyone who gets the "Servide temporary unavailable" message follow the instructions in this post (credit goes to TheGorillaTickler).
2) Make sure the location is set to US (bottom right of the page to select location).
3) Select Contact Us (on the right of the page).
4) Under "Product" select "Mass Effect 3" (or the deluxe edition if you have that). YOU HAVE TO START TYPING "Mass Effect" TO MAKE THE SELECTION APPEAR. If it doesn't work, follow Neegs' suggestion here.
5) Under "Category" select "Game Play/In Game".
6) Under "Platform" select your platform.
7) I did all this right now, and the available options are "Call me", which you want to avoid, and "Email me", which we're going to use.
8) in the "Subject" field type: Operation SHIELDWALL Commendation Pack missing.

I am one of the many unlucky players who did not receive their Commendation Pack for Operation ShieldWall.
I followed the guidelines for the Operation, data tracking is enabled in my settings and I promoted XXX (the number of classes you promoted here) classes in the timeframe of the event.
Therefore Im asking You to help me and manually add a Commendation Pack to my account.

I definitely promoted 5 classes on Saturday. With everything turned to 'on'. And no pack, And now, no way to login to EA to even get customer service to help (because it won't let me). I've never had any problems with these things before. Its a shame to go through all this trouble for something that was supposed to just be delivered to my account. The real tragedy will be if I somehow manage to actually get it, I am sure it will be the blasted Eagle.

But I just talked with EA support via Live Chat and it seems like the place to go concerning commendation packs. He just required my EA ID and went ahead and added the commendation pack to my account.
He did a good job recognizing my problem right away.
