I think it's because they 'fixed' it - only people that have a similar N7 rating of yours will be connected to your lobby. Which means that us, ^1000, have to either play with friends exclusively, or wait 5 hours for someone to join, only to have them disconnect.
I have not scene this on Xbox, last two lobbies I was in, I had the highest N7 by a mile. Unless someone thinks a guy with a N7 56 is close to a 500+. Besides N7 means nothing I never promote, so how would that put me with players who have played as many matches? It makes no sense, this is why N7 should be based on total XP.
You should of scene the clowns I just played with, it ws a joke.

I wish there was an option to NOT join a match that has already started.

Once you play with your level 20 guys you don't rise in n7 rating anymore. I was around 100 for a very long time because I just played my two lvl 20 guys.

Yeah but that's not total XP. That's a level, 2 totally different things. As soon as you hit level 20 you stop leveling and XP goes nowhere and you don't gain any Levels for XP earned. So N7 really only represents how much and often you promote. If they used XP level 20 characters would not be punished for being level 20. If you took all the XP a person earns playing reguardless of the characters level you would know exactly how much XP thye have earned. N7 rank only represents promotions and further leveling.
Not to mention not all levels are created equal. How much XP does it take to gain level 2 and how much to gain level 20? Again those levels will not tell you how much XP a player earned. They are almost pointless as the levels are not balanced, and not all XP gained is represented. The only way to actually know how much someoe has played is to show total XP. Not to mention what if all those N7 ranks only represent bronze missions? Is that the same as the XP earned in Gold? N7 means almost nothing, other than you promote a lot or a little, it does not tell you how many missions you have played as again Bronze, Silver and Gold distribute different levels of XP, and anything after level 20 is lost and never represented in your n7 rank.

Let's say you've a N7 rating of 1000. You queue for games, after 20 seconds without joining your virtual Nt rating lowers to 800 and so on 'till you join something.

It's annoying as hell, because it usually only happens when I do a new build or want to try an odd class/weapon combo, search for a bronze game and get tossed into a silver/gold w/ no equipment on.

Often a host player will start a match on public by himself because he can't get anyone in his lobby. By starting the match it actually triggers some kind of instant fill trigger and players who are searching for bronze, silver or gold matches will get dumped into the match. Instead of just gold players. Gold seems to be dying and so do available players. The game just seems really empty of late. I still see new players but I am not seeing many high end players. Most of which are now in private lobbies. I guess public gold outside of FBWGG is slowing down big time. Which means my time in the game is coming to an end, I am a public gold player and we seem to be a dying breed.

I haven't played much since because of it. Waiting 20 minutes for a lobby to fill up isn't worth it. Which is shame because of the new DLC, really wanted to try those new maps out properly. It sucks and why they thought it would be a good idea is beyond me.
I think you touched on the reason for waiting in lobbies longer.
It's NOT because BW/EA secretly changed the matchmaking formula...
It's because you can only play with people who also have the new DLC. And since it just came out - higher N7s are more likely to have it downloaded on day 1 and 2.
