Ultra rare and N7 are interchangable terms. Go look at a manifest. There are little N7's on all the ultra rare cards. I seriously doubt that the N7 pack was going to be nothing more than a purchasable commendation pack.
Look at the cards. Actually look at them. All black cards have N7 on them, therefore all ultra rares are N7's as well. It's pretty simple people. I mean you might have a point if they listed the Collector's Edition guns as N7 and not promotional, but they don't so you don't.

Balanced gameplay? Huh? The same "This gun is better in every respect, so player who has it wins." kind of balanced gameplay? Or the new "Take a Krysae/Reegar and wipe the floor with everything" type of balanced gameplay?

The reason the PR isn't in multiplayer to begin with is the diffuculty te servers would have tracking the damage from the weapon. I mean, imagine four people aremed with PRs attacking different targets. Not only would the server be making sure all the players did damage to the targets, it would also have to manage when the PR's extra damage would kick-in, all the while ensuringall players remain connected and all damage is synced to all the player's consoles. The piece-of-crap servers we have now can barely work as they are, not with PRs.
I rest my case.

Wow you are making some logical leaps of epic porpotion there. Ultra rares are N7's. This is well established. Just because they've used certain terminology in the past with certain packs does not mean they will maintain that consistently. In fact it's already been established that these packs were actually designed a while ago, so who knows how their chosen terminology might have evolved? Actually assuming it's the Collector's edition guns is a massive stretch, and makes absolutely no sense. Those are special rewards for participating in events, and there are only four of them. Both those facts make your position seem far less likely than the possibility that the N7 pack would contain regular N7 ultra rares (the full term for the group of weapons we are talking about).

A and B are nothing but the complaints of spolied children who would rather break a toy than see anyone else play with it. If Bioware is basing their decisions off of a fear of these types of people getting upset, we are all screwed.
C is only relevant if an N7 pack isn't priced very high, and if we ever see it I'm sure it will not be even remotely close to cheap. At the price of 1 million credits per pack it would cost 90 million credits to max out all the current ultra rares. With a 100% success rate averaging 20 minutes per match (something only hardcore farmers could ever achieve), it would take roughly 400 hours of gameplay to actually max out all the ultra rare weapons. So yeah, I'm not seeing an issue there.
