You're probably entering a game with, for example, a 100 and a 1300 already present, and those two would most probably be friends playing together through one inviting the other.
The matchmaking also may "stretch out" over time, while seeking more players: in the 100 + 1300 example, the avarage of those two would be 700. So it starts matching players in the 680-720 range. After a minute, it increases the range to 670-730. After another minute, it gets stretched again to 660-740. But over all, it takes too long for this search to scale up, and not only that: players will constantly get pulled into other games as well! There's this lobby for 680-720, but right next to it there could be another lobby looking for players in the 650-690 range. What happens to a player in the 680-690 range then? One lobby might be happy, the other won't. But, there may also be a 620 player around who could fill a spot, but unable to even find a lobby because of the system.
In addition, I don't think it's a good idea to seperate the new players (N 1 - N 40) from the experienced ones. Yes, some experienced players act like jerks and initiate a votekick as soon as they see a player below 20 in a lobby, or make the game too easy (but that can be circumvented by being invited by a high ranked friend anyway), but the inexperienced players also won't learn things like tricks or tactics from the more experienced players, resulting in things like Asari Adepts carrying a shotgun and a sniper but no clue about their biotics. They won't run into an AA that could give a good example of carrying only a pistol and chaining explosions for weeks, and by the time they do, they'll probably accuse that more experienced AA of hacks, simply from their own inexperience.
If they REALLY want some matchmaking system, I'd rather suggest matching people like: lowest level in the lobby minus 100 upto highest level plus 100. For someone starting a completely empty lobby, make it lobby owners' level plus or minus 200 even. The difference in experience between a rating 500 and rating 700 isn't that big. Actually, anyone above a rating of 20 will have found the proper keys to play this game already, and just needs to finetune his or her playstyle. People will improve overtime, but after that initial "learning the ropes", it doesn't improve that much anymore, it'll simply depend on the player. I've seen rank 200 players perform better than rank 1000 players for example. So it doesn't mean a thing anymore other than show your personal progress.
