If Bioware really did want to send a message, they would have not only included Kaidan... but also place the dead squaddie in the armor that Shepard remembers them in. How could he possibly have any idea of how Ashley circa-ME3 would look?

Surely they would have used the same position for both of the unused models, though? I mean, if kaiden is successfully hidden from view it's a weird bug that put's ashley visible and standing on the floor.

Laziness. Also, it's a place holder for the scene. If Ashley is alive the game uses said model.
