I had put it down to learning curve and the amount of time they are out of cover using things like Lash.

Same here, I tryed first a PV and then a HV, just to see if i was getting dumb, but the Phoenix just can't have the full shields/life from fitness.
I hope it won't end like the Krogan rage, because as it is now i feel like that more than deserters, they have been kicked out of cerberus, because they s**k

I've played tons of Gold with an AA using full Fitness and she seems infinitely more survivable than the Ex-Cerberus Adept with (apparently) the same shields and health.

So what else is bugged? ULM for SMGs, Justicar Passive, Vanguard when not hosting, Ex-Cerberus shields, Krogan Rage, and possibly others, no?

Now I can add a third reason as to why they are garbage.
1) Smash animation too long with no DR.
2) Lash physics are extremely erratic and it doesn't set off BEs on armored enemies.
3) They have no health/shields. Literally. They are made out of paper and duct-tape. *bugged Fitness tree/incorrect listing of HP/shields.*
