On the Reegar: I have the Reegar III, and I was using it on my GI on FBDCG. It was kitted with AP Mod V and E-Barrel V, and my character was specced for maximum weapon damage. No, Iwas not using a Shotgun Rail Amp III, but bar that, I was on a pretty optimized character. So along comes an Atlas, I cloak and open up at point-blank range, and I strip most of its shields. I prox mine, go at it again, and eat maybe a third of the armor bar.
On Reegar vs Phantoms: I can nom their shield in one clip from point blank, and maybe kill them in one cloak if they don't powerflip or if I fire right from cloak. Generally, I was having about as much luck with them as my friend in the same match was with Claymore and Disruptor Ammo. We can both oneshot if it goes well, but generally not.
In short, in the hands of the average or even above average player, running a pretty optimized build, the Reegar is not the all powerful one-shot machine that people sometimes make it out to be. I got smacked down pretty quick once my cloak ran out, and in the hands of someone without Charge or TC, it's hell getting close enough to use it. It's pretty fine as it is, I think. Works well enough for the masses, and the elitists that hate it and think that Hunter Mode 6 Cloak 6 Passive 6 Shotgun Rail Amp III Berserker Pack V AP Ammo III E-Barrel V AP Mod V makes the game easy can stop powerstacking every possible advantage and use something else.
/rant. As for the Krysae, can't say, I haven't unlocked it. The Harrier is fine as it is, a great weapon that is useful and actually worth carrying. I would only say perhaps increase the base reserve ammo a bit, but I have yet to see what the count looks like above level I.
Edit: I derped. There are 3 levels of Rail Amp consumable, not 5. Carry on.
