To me that implies the weapon should not have to be sheathed for the sake of casting, as it acts like a staff. I was getting ready to play as an Arcane Warrior, but if there is no weapon that will allow for casting without it being sheathed, I don't know if I'm interested anymore.
Judging by the description, it should be albe to be unsheathed when casting, and hopefully this will be soon.

As far as what the best use of an Arcane Warrior may be, that will vary depending on playstyle.
Bioware created this weapon specifically for an Arcane Warrior, so, as the description states, it can be used in place of a staff. I liked the idea, but it's implementation is bugged. I'm hoping to make someone aware of this before the next patch is released.

not really, no.
its held in the hands like a weapon. its often used to smash guys in the face, like a weapon. its used to block and intercept blows from enemy weapons, similar to if you were parrying with the blade of your sword.
armor is totally passive. its like skin thats made of metal. a shield doesn't protect you passively, it must be used actively to defend yourself. its just like a weapon in that regard. its just a funny shaped weapon thats designed for blocking mostly as opposed to cutting the other guy.

You could say it blocks and intercepts blows like a piece of armor. As it's primarily a defensive tool, and weapons are primarily offensive tools, I'd say it has more in common with a piece of armor.
For instance, you could take your helmet off and bludgeon someone to death with it, but that doesn't make it more a weapon than a piece of armor.
Semantics aside, I meant that in the game it is considered armor. That's why it shows up in the armor section. Therefore, according to the game mechanics a shield is a piece of armor, and, therefore, should have little to do with your ability to cast spells with it equipped.

The issue is not how long it takes to sheath and unsheath. The issue is that this specific weapon was designed to not have to be sheathed, and it's broken. I would personally like to see it fixed.
