There's one big difference. -> The weight, which is incredibly lower on SMGs than on Assault Rifles.
Looking into the source of the Mass Effect Wikia I found out that:
The Phaeston:
- Weight: width: 33%
- Capacity: width: 68
- Fire Rate: width: 60
- Damage: width: 15
- Accuracy: width: 24
- Clip Size / Reserve: 50 / 300
- Weight: width: 18%
- Capacity: width: 72%
- Fire Rate: width: 70%
- Damage: width: 12%
- Accuracy: width: 30%
- Clip Size / Reserve: 50 / 350

How is the M-9 Tempest almost as effective as the Phaeston while it's a lot of less heavy?
Also notice the M-9 Tempest ist not an Assault Rifle.
My conclusion: I think Assault Rifles are underpowered, too weak and too heavy compared to the SMGs, which have almost as effective.
