Cullen.
My first playthrough of the DA:O was as a mage and when I encountered Cullen's tormented confession that he'd been fighting a forbidden love for me, I was really touched. Had I known (and had the option to) I'd have romanced him. I was ecstatic to see him appear in DA2 even as an NPC even though his situation hadn't improved much. If they gave him as a romance option in 3, my character would love to help him find the happiness he deserves. =)
