yeah thanks for reminding me i can't control what the victory/commendation packs give me, i didn't even want the Eagle but i got 2 in one weekend

Faith in rare guns is fundementally flawed.  Try buying a veteran pack or two! Seriously.

I think I have a pretty decent manifest, and my luck at RNG is nothing spectacular. I buy Jumbo Equipment Packs like candy to replenish consumables (generally Ops Packs and Missiles), and I never hoard credits. Which is why I don't understand people that don't use consumables... saving those credits isn't really worth it, especially when you could be finishing two Gold games in the time it takes for you to wipe one.
