This may well have been mentioned already, but there's a disagreement you can settle between two C-sec officers on the Presidium Commons about felony vs misdemeanour crimes. Anyway, to my irriation, irrespective of whose side you choose (and the sensible choice seems to be to ignore the misdemeanours) I always get the asset update:
'C-Sec is focusing on smaller crimes and misdemeanours. This has spread their forces thin, decreasing efficiency when dealing with larger threats.'
This is highly annoying and it would be nice if Bioware could fix it. Although, admittedly, Bioware has made the CDF completely irrelevant at any rate.

You also have to support the bartender at Apollo's to get positive values for this asset.

That doesn't make sense. If you support the bartender that essentially means supporting following normal procedure and getting a warrant etc. The conversation between the bartender and the turian c-sec officer is regarding his security footage and obtaining it for the purpose of seeing what the terrorists i.e. Cerberus were up to. If you support c-sec he actually says that he doesn't care about what is now considered small time crimes. How would supporting the bartender mean not focusing on misdemeanours?

It doesn't make sense at all, but you have to support the bartender AND the angry officer to get this asset. Well, I'm not a military strategist, so I don't get the point; you have to take my word for it, the same way I had to.

I have to agree... it's weird... or maybe the officers checking the videos got too eager to persue the minor misdemeanors.... even if it wasn't the intention? Hey!!! That guy just littered on the floor!!! send a team to give him a ticket and lock him up for a few hours!
