As for when EC comes out; surely later is better, right? The longer they spend one it, presumably the more effort went in. The more effort, the better product.
If it takes 'til winter, but is done well or completely re-written (I know it's not what they said), I'd rather have that than a June release where they phoned it in.

From the Walters Interview in the Collectors Guide, it seems the entire structure of the writing staff was built around a flawed system he describes each writer having his or he own niche and only bringing their work to one of five editors who direct these writers based on their own ideas about ME than these editors assemble the story from these parts.
That is the worst way to do this!
This structure of their writing staff not only excludes any chance of peer review but ensures that power is maintained by the editors thus negating creativity or allowing individual members to work in tandem to coordinate story ideas.

As for when the EC will be ready, I think that if Bioware knew they would tell us. I imagine that they won't announce it until most of the work is done. From their perspective, they would be a lot better off announcing it late than early so as to mitigate further frustration from their fan base.
Then again, they may see this as a way to boost sales and the earlier they release it, the higher the price of ME3 will be.

That would explain some of the disconnect between the codex entries and various in game dialogue.
