After Horizon you can catch Tali getting drunk in the lounge on the Normandy. You will find her remaining drunk in the lounge after you have made a stop by on Citadel. On the other hand in one of the latter Citadel visits you can find Tali with a Turian that has formerly insulted her in the Presidium Commons. I'm just wondering, if after Tali has become available to talk in the Citadel with the Turian and you choose not to talk to her but wait till you have had a chat with her in the lounge, would you go into a situation where at one moment Tali's drunk, then you find her all sobered up on the Citadel, then when you go back on the Normandy you'd find her all drunk again??
Tali drunk then sober up in Citadel?

Wouldn't surprice me. Like this ambient dialogue about a human woman wanting her asari bondmate's daughter sent to Thessia still repeating after Priority: Thessia.

Pretty sure you would, yeah. I believe the squadmate "situations" aboard the Normandy (e.g., what dialogue they have available, what part of the ship they're located in, etc.) don't change until you complete a mission. Doing missions is what allows you to get new dialogue, have them move from one part of the Normandy to another, etc.
