The gun does have it's downsides no doubt. But they do not jusitify it's all around pwnge. IMO we should reduce it's armor damage and range a little. Maybe even reduce it's base health damage and make it an effective anti shield/barrier weapon as i think it should be.
The problem with armour damage is that it gets the damage reduction from a global armour damage reduction variable, so changing that would affect every weapon(and we could still just pump it full of AP effects). There isn't an armour damage modifier variable as far as I know, though the shield damage modifier for it(and overload's) is hidden from us as well, so it could be possible.
Though I do get that Kroguards would be upset about it. At the same time it feels a bit silly that my Drell Adept can use it without sacrificing any meaningful amount of cooldowns.
