I didn't persue a relationship with anyone else, but I don't have the option of inviting Kelly up after the suicide mission. I talked to her and flirted with her but so far, nothing. Is something wrong or do I have to wait longer? I heard she supposedly sends you a private message asking to come up to your cabin, but I haven't gotten that.

Go check out one of the computers in Sheps cabin. Option should be there after you talked with her after the SM if you flirted with her, had dinner (afterwards she agrees to feed your fish) and didn't go for a relationship with anyone else.
