They're a suppressive unit. One hit typically puts my shields/health down to about 10%. The rocket will bring you to your shield/health gate. It's meant to force you into cover or retreat while other units close in on you. It also forces you out of an area so combat engineers can set up their blasted turrets.

Though they always could give the Atlas' cannon the same cover penetration that a Widow or Javelin has.
That could be pretty entertaining to watch.
Also, Atlas's not being well known for melee prowess tends to lure people (vanguards and krogans/batarians mostly) in, who promptly get their heads crushed to their surprise.

Atlas are bullet sponges who are attention seekers. They keep you busy while a nemesis takes out your shield or a phantom knifes you.

Remove shield gate for the atlas, and everybody will be death. Takes at least three rockets to kill any character because of shield and health gate, considering its fire rate, atlas does not kill that much.
On the other hand, they do pin you down and keep you in cover, force you to bunker. Bunkering while Phantoms trying to walk in front of you. Consider that, and atlas are fine as it is, even more now with the canopy fixed.

I believe atlas would be better off with weapon loadout of me2 ymir mech, i.e. the meshing gun. Also it would be great if atlas could fire from either arms, not two of them at the same time, but either one or another randomly or intelligently to discourage the most decicive cornerdancing.

I have to say, I prefer playing against Cerberus seeing as Atlas is the easist boss in the MP. (Of course, not counting in Phantoms here...).
