Both Phoenix classes have the same amount of shields as the Alliance humans.
It seems that the tests prove that the problem isn't in the shield strength, but in the shield gate.
There is nothing wrong with the shieldgate, if you spec a Phoenix character with no fitness a single rocket will drain shields and the rest of the damage will be dissapated by shieldgate as it is supposed to be.
There is something very wrong with them, just did some testing on gold with the Vanguard, and was dropping like a fly. Its like the shieldgate isn't even there. I have played enough to see when something isn't working as is supposed to.
I've posted 3 videos covering this. Shields are working fine on the new Phoenix characters and there is no mechanic in place that is going to alter the shields from Bronze/Silver/Gold. What you are experiencing is due to the long animations of powers and the fact that the Phoenix Vanguard cannot maintain the same level of constant DR from charge that a Human Vanguard can. Due to these things, you will be more exposed to damage than you would be on a Human Vanguard.
On Gold, this is going to be more apparent due to the amount of damage and the increased number of enemies attacking you. Shieldgate is only going to stop the one hit that strips your shields, so if you are using a class with a long animation attack that has no invulnerability frames and also cannot maintain a near constant 50% DR from charge, then you will go down faster. This means you need to adapt your playstyle on this class to compensate or wait and hope that BW will add invulnerability frames to smash.
