Mercs as enemies doesn't make sense because you never fight them in ME3 and they ally with you very early on.
Mercs as playable toons makes more sense to me. I could see Blood pack bringing Krogan adepts Vorcha soldiers. Eclipse would bring Asari Sentinals and Vanguards and Blue Suns could bring Turian infiltrators and Batarian engineers.
Also add Eden Prime and Omega as warfronts.

A mercenary get's paid to do a job and they will finish it, remember mass effect 2 Archangel's mission.
Doesnt mean some of them have standards.
I know they get paid but doesnt mean that the Reapers could have convinced all of them with money. Our dear Samara was a mercenarie if i remeber correct.
Samara was a justicar which is basically the opposite of a mercenary. Search it on the mass effect wiki. Zaed was a mercenary.

The Cerberus Adept/Vanguard was a new model, on the old Human body structure (new animations too!). The basic structure could easily come from Vorcha or Turians (depending on how you want them to go), "with bits added".
