I'm on a new cpu I just bought and trying to download the respec addon, but it keeps asking me what program I want to use to open it. What program should I use to unzip a file?

All newer versions of Windows can unzip a .zip file. Maybe it doesn't end with .zip for whatever reason?
In any case, using 7zip instead is sound advice. It's much better than the standard Windows functionality and can handle other file formats as well.

7zip is good, but I recommend winrar. I'm not sure, but I think that winrar is more compatible with most archives. What OS do you have? Windows 7 and Vista should already have an extracting system.
