How can I look up the behaviour of items?

For example, I open gem_im_arm_bot_hvy_drb.uti, which are "wades superior heavy dragonscale boots".  Nothing in any of the fields would suggest they bear fire resistance or are part of an item set-the most promising field is called "Item properties", but that just contains the string "properties"-- so presumably I'm looking in the entirely wrong place for where the item's behaviour is stored.  Where should I be looking?

You are looking in the correct place. For item properties, they are included in the Properties field, as you've noticed ;) But to edit that field, you have to check-out the resource, in that case gen_im_arm_bot_hvy_drw.uti .
The item set property is stored in the Variables section - as you can see this item belongs to Item Set number 10 (and what this means is probably stored in one of the 2da's, but I wasn't really trying to find it)

EDIT: got it:) Check this file (path might be different of course) "C:\\Program Files (x86)\\Dragon Age\\tools\\Source\\2DA\\itemsets.xls" . This is an Excel sheet, which might be turned into a 2DA file and which contains the set description. As you can see, set number 10 is "Wade's Heavy" indeed ;)

Strange that the boots didn't mention fire resistance either. Anyway thanks for the itemset sheet, I could use that.

Maybe I was unclear: to access the item properties and see e.g. the fire resistance you have to "check out" the resource you are viewing and go to the Properties section. Here's a screenshot ;)

Odd, the button you circled with the ellipses is not showing up for me.

Argh... Because your resource is NOT "checked out" (as I told you to do twice already :P), it's "checked in" which means you won't be able to see and/or click the button.

Why is it necessary to check out the item?

Because that's how BioWare has designed creating one module by many people. If you are on your own, you won't see many advantages.
Basically:
resource "checked in" is IN the database and you cannot edit it.
resource "checked out" is YOUR local copy of a resource, which you can edit and put back in the database modified.

I suggest you read the wiki or try some video tutorials if you want to get the general idea about Toolset basics.
