It's one thing that I'm glad was fixed in DAII. Any random encounter specifically tied to a companion's quest -- you really only see it with Fenris in Act II -- will always happen.
Granted, DAII didn't have any "random" encounters and they were all scripted. But I'm glad that Bioware is at least trying to make it so that companion quests triggered by random encounters are scripted and not prone to bug issues on whether or not they're started. They will happen if the associated companion is in the party.
But still... they need to go back and fix Velanna's Exile. Ideally, it should trigger automatically after The Righteous Path is completed when she's in the party. But I'd settle for it just being able to trigger, period.
More then that, they need to fix the bug -- I assume it's a bug anyway -- that causes random encounters of all kinds to be progressively harder to trigger in Awakening.

Question for you, regarding Velanna's exile: Do you happen to recall when you did the Righteous Path? Was it before or after recruiting Sigrun?
Reason I ask is because I'm fairly certain I was able to trigger it on my Sigrun first playthroughs long ago.

Some posters have already gone into the immediate motives, it adds revenue, it is seen as part the anti-piracy measures. But the ultimate reason is that the marketing people sucks horse manure through straws. They don't have a clue. EA's marketing do such astounding things all the time, that one has to seriously doubt they've gone to school.
Dlc is basically a good idea. And it would work against piracy (somewhat). First day dlc, otoh, is a terrible idea which actually loses launch sales and ultimate revenue. An incomplete game is simply something of lesser value, something of low value. And customers recognize this, wether consciously or feel. What's worse is that the existence of first-day dlc by itself has tainted dlc as whole and underminded the concept. That damage is definitely done.
For dlc to be truly beneficial, it also need to be a lot more popular. Meaning a lot more people need to buy dlc. Meaning it need to be beneficial for customers too. Beneficial in a greater sense than fixing an incomplete game. Meaning it has to be both a lot more easy and convenient to buy dlc. Meaning it has to be cheaper (It seems everybody have seriously misunderstood the concept of "micro-transactions", because I haven't seen any yet).
I don't see a trace of evidence that EA marketing ever have considered these things at all. Origin was deviced as something completely different than the free, convenient and easy customer service it should have been.
