The horses will be soon available via DLC for $10. If you want to buy the optional horse armor DLC that will be an additional $5.
Where are the damn horses?

Horses would've been cool.

Horses could be implemented to explain how the members travel between the locations. If all are near the exit of a map the horses could appear with a whistle of the main char and at the destination they could disappear near the entrance of that map.

I see no need for horses.
The areas aren't so vast that we even need them.
Putting them in game, just so we know they are there just means people will be posting "Why can't I ride it".
It is just as easy to assume. I would much rather have good cloacks and hoods for the mages.

Where would you ride the horses? The areas aren't big enough for horses...

Why do people want horses? Because Rednecks don't walk ANYWHERE.
But seriously, I don't understand why someone would try to argue away to "not" have horses. Adding something that in fact does make sense in a Dragon Fantasy game does actually make sense, especially when you'd expect to see it used by the merchants haul a damn cart. Or in the big battle sequences cavalry would MAKE SENSE.
