They way I understood it, and I can relate to that, is that he want's to get rid of the "fire your power for free under cloak" function the cloak currently has, as a briefly used cloak will recharge faster than the power fired would when lobbing that javelin around.

There is no reason why energy drain should be ready faster when fired under cloak than when fired out of it.

On gold, you're not one-shotting a damn thing that has shields, because of the shieldgate mechanic. The lone exception to that is the geth pyro, if you shieldgate it with the initial shot which then penetrates and hits the fuel tank; cerberus combat engineers can be shieldgated and brought down to two bars of health if the shot hits their backpack, but that's still not a one-shot.

On silver, if you're "barely" one-shotting a shielded enemy that's officially classified under "metric ****load", or as some would put it "too much for balance's sake", damage because of enemy health and shield pools being over a thousand coupled with 75% DR on shieldgate.

On bronze, enemies have squat for health and shields and only have 50% DR on shieldgate. If you're "barely" one-shotting a shielded enemy on bronze with a headshot coming out of cloak, use something better than a mantis.
