But, let's say he does decide not to commit suicide - why would he help the humans test a new relay? He would not be a part of any earth organization that didn't have Shepard leading it - he had nothing but disdain for all of the races of the current cycle because he remembered them in their infant state and considered them beneath him. He smack talked Liara mercilessly, and the Asari were the most technologically advanced of the cycle. If the humans made a new Normandy or new relays or a new Citadel. he wouldn't give a rip ... and he certainly wouldn't help them test it. He would think they would mess it up and become space dust.
So no, saying "he could have changed his mind" is not a strong counterargument ...
