Putting attribute points in Cunning is always vital for a rogue, but you could also boost one of the rogues in your overall party as well (I stacked Varric's points so that he could open Master level chests as soon as possible, thus allowing me to focus on dexterity for my PC rogue). Another option is to acquire and carry equipment that gives you a bonus to lockpicking - armor, necklaces, rings, etc. Even if you don't use/equip them in battle or when romping about, you can equip them as needed whenever you come across a chest, then switch back to whatever you're normally using once the chest is unlocked.

I think you should be fine if you time it so that your cunning is 20+ in act I, 30+ in act 2, and 40+ in act 3; or alternatively, rely on equipment.
Any equipment (like, I think there's something like "stoneclutcher's gloves") that gives a boost to lockpicking makes it so that for the purposes of lockpicking, you can imagine your cunning getting a +10 boost. Meaning that you'll be able to pick locks one level higher than you would be without such equipment.

This one is easy. Don't invest a single point into anything but DEX and CUN. Up your Dexterity enough to help you equip the strongest daggers (which require 42 DEX), and once you can, pump the rest into Cunning (for harder-hitting criticals). Use stat-boosting armor/accessories to help boost your Willpower and Constitution for more stamina and health, respectively, so you don't have to invest points into them.
When I'm not playing a rogue myself I always make sure I have a rogue with me with the appropriate cunning for the act level: 20 act 1, 30 act 2, 40 act 3 (I always go 22, 32, 42 as a personal preference). Varric is your best bet since Bianca does not have a Dex requirement and you never have to worry about upgrading. But the other two will do just as well.
