stolen children

I have to find the 9 children , does anyone know where they are ? I have been all through the sewers but can't find them , also a room is locked , how do I get in there ?

The short answer is that you will not find the children.
IF... you complete the quest for Baram ( kill Cap'n K ) then Baram might provide further info regarding the children.
IF... you invade Baram's safehold to kill him, then you will find the nanny ( in a spider cocoon ) who will provide even more info.
Once you have learned of the children you can return to the mother and she might give you a key to a treasure room. This is not the only plot-locked door in the sewers but I assume it is the one to which you refer.
