If a Kal DLC (like part of a mission pack DLC) allows him to survive Palaven, I think Tali should go for him instead of Garrus if there are no other romances for either of them. He obviously liked her, and she thought he was sweet. At least, that's the impression I got at Tali's trial in ME2.
They both like each other, maybe not as deeply as Tali likes Shepard, but if Shepard wasn't on the scene as a romance option. Tali and Kal would of totally got together one day.
