I'm about to begin an insanity playthrough and i decided it would be with a ng+ infiltrator loaded with black widow and talon both at x.
What cooldown should i get with his setup and is it viable since i use powers quite a bit ?

In my experience the Infiltrator really shines when you only focus on one aspect of his skills. I say, either go full on with powers and support your team as much as possible, or make yourself as proficient as you can when it comes to weapons to dish out as much damage as possible with each and every shot.
I mean let's face it, if you want to support your team with tech, just go engineer. Want to support your team with biotics, go adept. If you want to energy drain before you fire of a shot while stealthed, then hey that's great. But in my experiences, trying to do both just makes the infiltrator a thinly spread class.
Unless you're going claymore. In that case, yippie kay yay.

Minimum cloak cooldown will be 3s regardless of how much weight you take.
I imagine Black Widow and Talon will be fine, both at Level X. Just make sure you cloak before firing any power, which is what you should be doing as an Infiltrator anyway. That way you will use cloak's CD instead of the powers. Also keep in mind that the cloak damage bonus applies for around 2s after you break cloak... so you always have time to fire a power then take a shot or two with your weapon regardless of the cloak evolution you choose.
