I haven't even gotten any of the new characters from Rebellion And i've bought more SPs and PSPs than i care to count... I want a vorcha soldier darn it!

If this is true, it isn't simply a case of bad luck, because that result couldn't possibly occur randomly.  Although, why they would tweak the system to favor weapons over char cards, I have no idea.

I still don't have the Lights option for my Batarian Soldier, my favorite damn class in the game. Random is random.

I understand your frustration.

It is not really random, unless you consider a slot machine "random." BioWare has total control over the odds and unlocks. The reason the character cards are not pulled out when you max them out is to keep you from getting anything else anytime soon. Keep as much distance between you and unlocks you don't have yet so you keep playing as long as possible.
